Despite the boycott by the Renamo and MDM parties, who were demonstrating with placards reading "Tirano, out" and "Down with dictatorship", Frelimo approved the electoral law that reduces the deadline for setting the election date from 18 to 15 months.
Today we are faced with a proposal from a group that once again wants to violate democratic principles. So what is the criterion? The other caucus shows up, the proposal is presented and approved without even being debated.
"In Frelimo's project, district elections are no longer called for," said Viana Magalhães, head of Renamo's caucus. The revision allows Frelimo to gain more time until the constitution allows it to revise it without the need for an opposition vote.
At the moment (until June 12, 2023), Frelimo would need ¾ of the deputies, which, without an opposition vote, would not be possible. However, five years after the constitution came into force (it has been in force since June 12, 2018), Frelimo can revise it without an opposition vote, using a 2/3 majority rather than a 3/4 majority.
With the changes approved today by the Frelimo caucus, the head of state must schedule the 2024 general elections 15 months in advance and not 18, i.e. in July and not in April, as the law imposed.
The amended provisions are the rules on the election of the President of the Republic, deputies to the Assembly of the Republic, provincial governors and members of provincial assemblies.
