The Central Office for Combating Corruption (GCCC) has concluded that there was no crime in the Matola City Council's award of a public tender to MCNET & AXIS SOLUTIONS. After investigations, the GCCC closed the case.
The contract was awarded for the Design, Development and Operation of an Integrated Municipal Management System (SIGEM). The tender is valued at 518,503,427.42Mt.
The investigation and suspension of the contract had been demanded by the Center for Democracy and Human Rights. The organization believes that the attitude of the Matola municipality violates the rules of public administration. It therefore questions the need to have awarded such a large sum of money when the mayor, Calisto Cossa, had only three months left in office.
According to the NewsThe magistrates found no evidence of foul play in the public tender. This seems to legitimize the project's progress.
The sixth local elections were held in October 2023. In place of Calisto Cossa, the Frelimo party candidate for Matola, Júlio Parruque, won the elections. The results are contested by the opposition and civil society.
