More than 80% of the companies in Gilé do not have mining licenses

In the district of Gilé, in Zambézia province, there are at least ten mining companies operating irregularly, without having the appropriate concession licenses or permits for mineral exploration, which goes against the provisions of articles 39, 42, 44 and 49 of Law no. 20/2014, of August 18 (the Mining Law).

A survey carried out by Rigor found that twelve companies are operating in the district, namely Cooperativa de Namassupa, Natxepo, Naculue, Nanro, Chiveve, Naquissupa, Intira, G.M.C Cold Mining Corporation, Minas Nihame, Mota Mineral, Euro Export and Tantalum Mineração, the last two of which operate on a regular basis.

According to article 44 of the mining legislation, legal mines are those that present the following documents: a certificate or concession issued by the Ministry of Mineral Resources; a Duat or valid exploitation document; an environmental impact study; an environmental recovery plan; proof of tax payment; regular reports on the activities carried out at the mine; collective insurance for workers; and an occupational safety and hygiene plan.

An informant linked to the authorities of the district services for economic activities of the Gilé district government revealed that, due to the privileges granted to most of the owners, ten companies are operating without presenting the necessary documentation and are being allowed to continue their activities while they regularize their concession licenses or mineral exploration permits.

However, despite recognizing the crucial importance of sustainable mining, the Mozambican government remains completely inert, causing frustration among the local population. They are aware that they live in a region with great potential for mineral resources, but currently these resources are being exploited by foreigners, while the majority of the population lives in extreme poverty.

According to our confidential sources, due to the extreme poverty, there are reports of illegal mining to ensure their daily survival, and there are cases where fatalities occur in these activities.

"People in the district of Gilé have resorted to illegal mining as a means of trying to maintain their livelihoods, and there are times when deaths occur in illegal mining activities, calling into question the right to life." Rigor learned of the murder this week of an individual in Miraly, in the Alto-Ligonha Post, allegedly committed by the owner of the ten mines after he allegedly invaded the property.

Our sources report the involvement of minors who leave their families in search of means of subsistence due to hunger, thus endangering their lives and physical integrity.
