More than 120,000 civil servants may not change careers due to lack of funds

One hundred and twenty-four thousand state employees could see their promotion, career change or advancement postponed this year due to limited financial resources.

The information was provided by the government during a question session in Parliament last week.

In fact, the Economic and Social Plan and State Budget (PESOE) 2024 makes no provision for this procedure, as recalled by the Minister of Science, Technology and Higher Education, Daniel Nivagara, representing the Minister of State Administration and Civil Service, Ana Comuana, in the Assembly of the Republic (AR).

"In fact, if the financial conditions and evaluation mechanisms for the professional development of civil servants prove to be in place, we will be able to resume the administrative acts of promotion, progression and career change for civil servants who meet the requirements for this," promised the government official, quoted by the newspaper News.

According to the PESOE-2024, the Mozambican government plans to cut new civil service hires by less than half, thus projecting the entry of 1,294 health professionals, according to the budget proposal under discussion in Parliament.

"Despite this reduction, 4,892 new hires have been secured for the Education, Health, Agriculture and Justice Administration sectors, as well as for the recruitment of diplomats," the supporting documents state.
