The Centre for Public Integrity (CIP), a non-governmental organization (NGO), says that the doctors' strike that has been taking place since last week should serve as a signal for parliament to reflect on the need to legislate on matters related to guaranteeing "minimum services" in order to meet society's unforeseeable and unavoidable needs.
"The regulation of minimum services should not only be made for situations where doctors are on strike, but should also cover other essential services that must be guaranteed continuously so as not to cause harm to society," reads the NGO document consulted by MZNews.
However, the NGO believes that the minimum services cannot in any way jeopardize the right to strike, so that "when they are decreed, they should only be those that are indispensable to guarantee social tranquillity".
According to the CIP, the failure to guarantee minimum services in the health sector could jeopardize the right to life or physical/personal integrity, which it is the state's responsibility to protect.
