Speaking on Monday on Radio Mozambique's "Letters on the Table" program, Daniel Nivagara said it was necessary to invest in equipping the institutions with qualified teaching staff and physical facilities for their operation.
"Quality assurance cannot be ensured just by a matter of policing. That is why it is instituted that higher education institutions must have quality assurance units, within the logic that any institution is providing a public service," he said.
Daniel Nivagara assured that the evolution of scientific research is contributing to the economic development of the country.
