Government says TSU will ensure rationalization of civil service pay scales

The Deputy Minister of Economy and Finance, Amílcar Tivane, reiterated this afternoon that the reforms implemented in the scope of the Single Wage Scale (TSU) have the purpose of ensuring the rationalization of the wage scales in the civil service.

Amílicar Tivane, who was speaking at a press conference, also pointed out that the differentiations that existed in the remuneration from sector to sector, with bonuses and incentives, will now integrate the base salary, which means that the subsidies, for example, will become pensionable, benefiting the employee at retirement time.

In the government's view, the TSU integrates, in the base salary, all the subsidies that made up a significant part of the salary that the state employee and agent took home.

According to the Deputy Minister of Economy and Finance, the aim of this reform is to ensure some pay equity, as there were employees who had salaries significantly above the average and others very low.

"This whole exercise will help to reduce the gap that exists between the highest and lowest salaries and the middle and lower salaries."

However, the governor also assured that about 75% of the complaints that are being presented to the specialized commission, by the state employees and agents, are originated by problems of perception of the mechanics of the Single Wage Table.

In this context, the Government will continue to work so that everyone speaks the same language with regard to the functioning of the TSU.

"The complaints are normal, because this is a reform that messes with the architecture of the salaries (of the civil service)," said Amílicar Tivane, recognizing that it is a complex process, whose understanding may take more time.

Because some specific sectors of activity have been claiming what they consider to be cuts in their allowances, the vice-minister explained that "the allowances will become part of the employee's base salary.
