Filipe Nyusi's government plan missed the target of distributing 22 million school books in the 2024 school year, having distributed just over nine million, with more than 12 million still to be distributed.

The Balance of the Economic and Social Plan and State Budget for 2024 states that the remaining books have not even entered the country.

The document revealed that in order to fill the gap, books collected at the end of the 2023 school year were distributed, namely in the third and sixth grade textbooks. In addition, "activity books and sheets to support the learning process" were made available so that students would continue to have access to teaching materials.

To prevent this situation from happening again, the executive says it has adopted the Framework Agreement, which aims to ensure greater speed and predictability in the procurement process, "ensuring that the future distribution of books takes place more efficiently and within the expected deadlines".

The goal of reducing the teacher-student ratio was also boycotted. On average, in 2023, one teacher had 64 pupils in a classroom, but by 2024 it had risen to 68.
