The extra-parliamentary parties are proposing the introduction of an electronic voting system in the electoral process, so that the results can be announced between one and three days after the vote closes.

They want to abolish the current d'Hondt method and adopt the Hare-Niemeyer method (Traditional Quotient and Largest Remains), which favors greater representation of the other competing parties.

The proposals were presented to the Technical Commission for Inclusive National Dialogue at the hearing of the group of extra-parliamentary parties, which took place in Maputo City.

Quoted in a “Notícias” publication, the president of COTE, Edson Macuácua, said that the parliamentary extras also suggest eliminating the participation of Citizen Voters' Groups in electoral processes, guaranteeing exclusive participation to political parties.

“To determine that the inauguration of the new President-elect should take place no later than the fourth day after the final announcement of the results,” they suggest.

There is also a proposal to create a specific legal instrument to hold presidential candidates accountable in the event of the early proclamation of results and post-election violence.
