Technical commission for inclusive dialogue to cost 91.4 million meticais

The implementation of the political commitment for an inclusive national dialogue signed by the government and political parties is expected to cost just over 91.4 million meticais. According to the budget proposal submitted by the President of the Republic, the amount will be used to pay the costs of the technical committee to be set up for this purpose.

After approving the Political Commitment for Inclusive Dialogue on March 5, with political parties represented in Parliament and in the provincial and municipal assemblies, the Head of State submitted a draft law to Parliament.

According to a publication in the newspaper "The Country"The document provides for the creation of a technical commission made up of the signatory political parties and civil society, whose mission will be to guarantee the implementation of the commitments made. Around 91.4 million meticais will be needed to run the commission.

Of this amount, 48 million meticais will go towards attendance fees (five thousand meticais per member); 34.5 million meticais to pay for services; 5.1 million to purchase goods; 2.8 million to pay subsistence allowances within the country; 883.2 thousand meticais to buy fuel and lubricants; and 29 thousand meticais to pay for communication expenses.

According to the proposal, this technical commission is made up of 21 members, 18 appointed by the signatory political parties and three from civil society.

It will be up to the government and the signatory political parties to mobilize the human, financial, material and property resources needed to implement the commitment.

Among other things, the main aim of the political compromise is to establish the principles and guidelines for an inclusive national dialogue with a view to reaching agreements on aspects of constitutional revision and governance, such as: State reform (political system, the powers of the President of the Republic, de-partisanship of state institutions, political, economic and financial decentralization and de-concentration); Reform of the justice system (mechanism for appointing the heads of justice bodies and their financial and administrative independence); Reform of the electoral system (definition of a new model, composition of electoral administration bodies, electoral legislation, electoral justice bodies, among other aspects that contribute to the integrity of the entire electoral process).

The commission must be set up within four weeks of signing the political commitment, the implementation of which will be evaluated on a quarterly basis.
