The Chinese company, Africa Great Wall Concrete Manufacture Limitad, has dismissed the Maputo City Court's ruling that embargoed work on the Concrete Production Plant and has kept the work going.
“Five days after notification of the embargo decision issued by the court (March 11), construction work on the Concrete Production Plant continues and trucks carrying aggregates (stone and sand) and concrete mixers circulate uninterruptedly day and night," denounces the Center for Democracy and Human Rights in its publication.
The notification comes after several others that were neglected, including a dialogue with Maputo's new mayor that also failed.
"The Chinese company is turning a blind eye to the sovereignty of the Mozambican judiciary and, through innumerable and unspeakable illegalities that have already been expunged in previous newsletters, as well as in the sentence that decreed the embargo, it has been continuing its work," the publication reads.
The CDD recalls that of the various decisions taken by the court regarding the embargo on the works, none were effective against the Chinese company.
As an example, the CMCM issued an order to suspend and demolish the concrete works at the end of June 2023, however, this order was never implemented. The Maputo City Prosecutor's Office ordered an embargo, however, the company removed the embargo sign and restarted the work in absentia.
"At the time, the court argued that the decision was made because of the numerous health problems that the concrete plant can cause, including stress and anxiety, as well as devaluing nearby properties and residents having difficulty selling their homes at fair prices.
