The Centre for Democracy and Development (CDD), a non-governmental organization (NGO), defends the revocation of the Maputo Ring Road concession, where tolls are being installed. According to the organization, the process "did not observe essential principles of public administration"..
"A public campaign is urgently needed for the government to immediately revoke the decree through which the Maputo ring road and its concession contract was awarded," the CDD said in a statement sent to the media cited by Lusa.
The CDD considers that the road concession process and the respective contract did not observe "essential principles of public administration action", with respect to legality, public participation and transparency.
Furthermore, for the NGO, the process was not in the public domain, nor did it count on the participation of Mozambicans or civil society entities, which prevented "due oversight."
On the Maputo ring road, under concession to Rede Viária de Moçambique (Revimo), work is underway to build four toll booths, a decision contested by CDD, which believes that the criteria for the installation of tolls "are not clear and are not in accordance with the fundamental objectives of the State.
"The concession process undermines citizens' living conditions and violates their rights to social justice and development. The toll stations are aimed at looting the citizens' pockets," he stressed.
Meanwhile, the CDD also questions the interests of the concession company Revimo, stating that the people "are unaware of its organizational structure and the circumstances under which it was created.
