Ancuabe Administrator Lucia Namashulua left the official residence following last Sunday's terrorist attack, according to people who fled to the Sunate intersection, looking for transportation to other areas.
The leader took refuge in the headquarters of the Metoro administrative post, which is located on the Pemba/Montepuez road.
This attitude would have displeased his superiors, who ordered his return. Namashulua then mobilized the population to return to their areas of origin because the situation had already been controlled by the Defense and Security Forces.
In the district headquarters, most public institutions were closed between Monday and Tuesday following the wave of unrest.
Prisoners were also evacuated from Ancuabe district jail to the city of Pemba. Fines were also levied against drivers transporting families and people in stampede, for lack of license and overcrowding.
