Last week in Nampula, Professor Arcénio Cuco argued that members of Parliament should have advisors and consultants to carry out their legislative role more effectively.
The university lecturer, a researcher into the processes of democratization, international politics, conflicts, violence and crime, was speaking during a consultation session promoted by the MPs of the Frelimo constituency. On the occasion, he stressed that although the academic quality of parliamentarians is important, the decisive factor in producing good laws is adequate technical support.
"When MPs have advisors and consultants who help them better understand how the processes within a state work, I think that, regardless of their level of literacy, they can be in a position to produce and pass good laws for the country," said the academic.
According to Cuco, quoted by Rigor NewspaperThe collaboration between parliamentarians, advisors and academics is essential to ensure that the rules approved reflect the real challenges of the population and promote sustainable progress.
The Mozambican academic also pointed to a structural limitation of the Assembly of the Republic: "One of the major issues that Mozambican academics have raised is that our Assembly has had few legislative initiatives. Our role in this debate is to encourage MPs to better understand their role, which is actually to create laws capable of generating public and social policies that transform the lives of Mozambicans, particularly the citizens of Nampula province," he said.
For Cuco, it is also crucial that parliamentarians know how to transform the knowledge they gain from communities into effective public policies.
"Let's remember that all these people come out of the communities, they know the real problems of Mozambicans and, from there, even in their own languages, they can transmit this knowledge to those who have the ability to systematize it and discuss the rules as it should be in the Assembly of the Republic," he concluded.
