André Mulungo, a social activist and political analyst at the Center for Democracy and Development (CDD), believes that the President of the Republic, Daniel Chapo, is not in a position to fight corruption because he is "a product of corruption".
"We don't think Daniel Chapo is in a position to fight corruption. We've said that it's the result of corruption. Daniel Chapo's internal election process was not democratic or transparent. It was a process with allegations of corruption," he said.
According to Mulungo, Chapo's apparent lack of conditioning to confront corruption is backed up by the fact that the electoral process that "crowned" him the elected presidential candidate was fraudulent.
"The October 9 elections, which culminated in his inauguration yesterday, were also fraudulent and corrupt. And Mr. Daniel Chapo has a hand in this. He is Secretary General of the FRELIMO party. There can be no fraud without the knowledge of Frelimo's SG. Daniel Chapo knows this," he said.
In this sense, he asks: "How can an individual who is the result of corruption fight corruption? How do you fight yourself? We don't think there are any conditions or guarantees that Daniel Chapo can fight corruption."
Daniel Chapo was sworn in yesterday as the 5th President of the Republic of Mozambique, and in his inaugural speech he promised to implement reforms in the state aimed at retaining foreign currency in the country for the benefit of the people.
Among other measures, Chapo promises to reduce ministries, eliminate some state figures, privatize state companies that don't constitute assets and freeze the perks of leaders.
