Maputo: Bureaucracy delays the start of work on Avenida Dom Alexandre

Maputo: Burocracia atrasa o arranque das obras da avenida Dom Alexandre

The construction of the extension of Avenida Dom Alexandre, which connects the Mahotas neighbourhood to the town of Marracuene, with a length of around 10 kilometers (km), is in danger of starting at the end of the first quarter of next year as a result of the excessive bureaucracy that is characterizing the process of selecting the inspector for the project.

According to a Sunday newspaperThe work, financed by the African Development Bank (AfDB), has been at a standstill for over a year, despite having a contractor. However, the choice of inspector has been pending from the AfDB for about a month.

The National Institute for Disaster Management (INGC), which is the owner of the project, is awaiting the ADB's "no objection" decision on the short list of six companies competing for the position of inspector.

However, after this "no objection", the six companies should be invited to submit their technical proposals, which will be scrutinized by the INGD and sent to the BAB, for another "no objection" and the choice of two companies, followed by the assessment of the financial proposals of these two, by the INGD, which will then submit its choice to the BAD and, only after that, will the contract with the winning company be initialed.

It is feared that this whole process will not be completed until at least the end of the first quarter of next year.
