The academic and member of the Frelimo party, Lourenço do Rosário, says that there are Mozambicans and foreigners interested in the evolution and continuity of the terrorist attacks in Cabo Delgado province, but he advocates dialogue between the government and the 'head' of the insurgents.
"We must first find out who is interested in the conflict. Not those who are fighting on the ground. There are many hidden forces who are interested, both national and international," he said, quoted by STV.
In his view, terrorists have been given the door to settle in Mozambique, and he recalled the words of Samora Machel, the first President of independent Mozambique as a People's Republic.
"Samora Machel used to say: when someone enters our house, someone has opened the door for them. So this conflict in Cabo Delgado is of interest to us, our nationals," he said.
In his reading of the subject, he understands that the term terrorists is broad and applies to the financiers, not just the perpetrators of atrocities.
He argues that we need to talk to the terrorists, but first we need to identify the 'ringleader', i.e. the party interested in the continuation of terrorist acts.
"In this case we have to identify who is interested in this conflict in Cabo Delgado," he suggested, and then questioned the work of intelligence in Mozambique to identify the head of the terrorists.
"How is intelligence in our country? From there we will know [who the ringleader is]. If intelligence works we'll know who they are and if it doesn't we'll never know," he said.
