Almost a year after the 6th grade textbook scandal, the Attorney General's Office (PGR), in a press release seen by MZNews, wants an internal audit of the contracts signed.
The PGR statement says that "as is already public knowledge, at the beginning of the 2022 school year, errors were found in the free school textbook for the 6th grade social sciences subject in the general education sub-system".
In light of the facts, the Ministry of Education and Human Development (MINEDH) submitted an investigation report to the Public Prosecutor's Office (MP), drawn up by a Joint Commission chaired by the General Inspection of Public Administration.
The PGR said in the press release that "after analyzing the report and carrying out additional investigations with the entities involved, the Public Prosecutor's Office found several facts that could constitute infringements, under the terms of the law, attributable to six MINEDH financial managers".
According to the Public Prosecutor's Office, the violations "relate, among other things, to: the execution of contracts without prior submission to the Administrative Court for approval or annotation, in accordance with the law, authorization to pay for and print a textbook that contained errors based on an evaluation report presented by evaluators in an irregular manner, irregular payments of attendance tickets to some school textbook evaluators and the aggregation of functions generating conflicts of interest on the part of some managers."
The Public Prosecutor's Office also requested that a performance audit be carried out on the contracts signed between MINEDH and the publishing companies, in relation to the production process for the Portuguese language, mathematics, social sciences, natural sciences, visual education and trades books for the 5th and 6th grades, which came into force in 2021 and 2022.
In addition, the Central Office for Combating Corruption (GCCC) opened a case registered under No. 51/11/P/GCCC/2022, which is still under investigation, with the aim of investigating the possible existence of criminal offenses, determining the perpetrators and holding them responsible.
